NNELS employs a group of accessibility testers with various print disabilities, including total blindness, low vision, and learning disabilities, all of whom have extensive experience using assistive technologies (i.e. screen readers, screen magnification and refreshable Braille displays) to assess accessibility in reading applications, websites, and documents. The team works to educate and advise publishers, technology vendors, and public libraries on best practices for accessibility.
NNELS is a digital public library of books for people with print disabilities in Canada, and an advocate for an accessible and equitable reading ecosystem for all Canadians. NNELS supports principles of openness, inclusion, and choice. NNELS is hosted by the BC Libraries Cooperative, a community service not-for-profit cooperative and a national leader in information and technology services.
NNELS can create accessible DAISY and EPUB audiobooks from commercial audiobook formats (MP3). We offer multiple types of conversion services depending on your needs. Please contact us to request a quote.
All accessible versions will also be deposited in the NNELS repository.
Basic DAISY Audiobook
- This is best for basic books, like fiction books and poetry, with minimal images and secondary content.
- Included features: chapter/section navigation, phrase navigation, complete metadata.
Enhanced EPUB or DAISY Audiobook
- This is best for more complex books, like non-fiction books and textbooks, that may contain various important images, multiple levels of sections and subsections, and references. This format offers synchronization of the full text with the audio to offer the most accessible reader experience.
- Included features: text and audio synchronization, multi-level chapter/section navigation, phrase navigation, image descriptions, skippable foot/endnotes, complete metadata, and more.
- For this option, we will need the digital version of the text, preferably in EPUB format. We can also accept DOC(X) and PDF formats, however working with these formats will require additional time. For full text and audio synchronization, the publisher must have both the text and audio rights to the work.
For a minimal fee, we can upgrade your audio files to ensure that playback systems read the files in their logical playing order and that listeners can use the "Where am I" or "Publishing Information" feature in their devices.
Included features: numerically-named files, complete metadata for each file.
Image Description Services
NNELS’ accessibility testers will provide image descriptions for your ebook titles. For each image, both alternative text and instructions to add ARIA roles (for decorative images) will be provided. It is expected that an EPUB file for each title will be made available to the NNELS team.

NNELS’ accessibility testers will undertake systematic evaluations of the accessibility of desktop and/or mobile websites. We will identify features that pose accessibility barriers for people with print disabilities who rely on assistive technology and outline what needs to be done to remove them. NNELS will provide a report that, if properly acted upon, would bring the website in alignment with WCAG 2.0 level AA compliance.
Reading System and/or App
NNELS’ accessibility testers will undertake systematic evaluations of the accessibility of your reading system application. We will identify features that pose accessibility barriers for people with print disabilities who rely on assistive technology, and outline what needs to be done to remove them.
NNELS’ accessibility testers will analyse the markup and the code of your ebook (EPUB), producing a report that looks at every issue that has an impact on accessibility. The report will include concrete steps to level up your ebooks and ensure they are accessible. It is expected that an EPUB file for each title will be made available to the NNELS team.

NNELS provides 2 hours of customized consulting advice for publishers and government organizations. We can offer consultation and assistance on accessible content production for ebooks, audiobooks, websites, and other documents. We also provide customized professional development to help integrate the development of accessible content into your workflows. All consultation and support will be provided virtually by phone, email, and/or video.
Image Description Consultation
NNELS’ team of accessibility testers will work with publishers to educate them about best practices regarding images in ebooks, including advice on how to write alternative text that is meaningful.
