Two orphaned brothers are on the run, hiding among the crumbling canals and misty alleyways of Venice. The brothers' freedom is threatened by a bungling detective hired by their aunt. They find shelter in an old, disused cinema with a gang of street children whose mysterious leader is the Thief Lord.
